introduction
The TSMP is a state wide in-lieu-fee program that was created to offset physical impacts associated with water quality permits issued by the State of Tennessee and the U.S Army Corps of Engineers. Since 2002, the TSMP has worked hard to provide meaningful compensatory mitigation that is both successful and cost effective. To do this, the TSMP maintains a small, yet highly trained staff of professionals who are able to identify and implement large scale projects that are beneficial on a watershed level.
Primary objectives
Provide effective compensatory mitigation for unavoidable impacts resulting from activities authorized under §§ 404/401 of the Clean Water Act and §10 of the Rivers and Harbors Act of 1899.
Provide an alternative to permittee-responsible compensatory mitigation through the identification, development, and implementation of mitigation projects adequate to meet the current and expected demand for credits in prioritized service areas.
Implement ecologically substantial restoration/enhancement projects that sustain aquatic resource functions and services consistent with a watershed approach.
We are not currently seeking new projects.
The regulatory environment and increased demand for stream mitigation across Tennessee has lead to a competitive environment for those implementing restoration projects. The TSMP is committed to installing projects in development and is actively seeking new projects, but we are not currently selling credits.

Download the Annual Public Notices provided by the TSMP to the USACE. The Annual Report is provided to the USACE no later than June 1st of each year for the previous calendar year.
