Joey began his career at the Tennessee Department of Environment and Conservation, where he was heavily involved in stream mitigation. He served as the TDEC representative on the Mitigation Banking Review Team to review proposals and monitoring reports to assure compliance with state and federal rules. He also co-authored the 2004 Tennessee Stream Mitigation Guidelines. In 2003, Joey then coordinated with state and federal agencies to develop policies and procedures necessary to establish the TSMP, Tennessee’s first in-lieu-fee mitigation program. Since then, he has developed the program to be able to complete large-scale stream restoration projects and managed program personnel, consultants, and contractors through the development, design, and implementation of more than 250,000 linear feet of stream restoration projects.

Eric chance

Eric joined the TSMP in 2003 after beginning his career as a civilian groundwater remediation research scientist for the U.S. Air Force and a brief employment at the Tennessee Department of Environment and Conservation in the Aquatic Resources Alteration Permitting program. Eric assisted with the development of the TSMP as well as being involved, in some capacity, with more than two dozen compensatory mitigation projects during his time with the TSMP. He also manages day-to-day operations of the TSMP, maintains permit compliance and tracking, and is responsible for all state and federal compliance. In his free time, Eric enjoys traveling and camping with his family.

Rob bailey

Rob has acquired over 20 years of experience in stream restoration as both scientist and project manager. Throughout his career, he has held positions at multiple levels in varied settings that have required both teamwork and leadership, including service in the U.S. military. His technical skills have benefited from specialized training in stream and riparian assessment, natural channel design, public participation and facilitation/dispute resolution. Since joining TSMP in 2005, Rob has contributed these skills and experience in all aspects of project development and execution, as well as strategic planning and initial program management and operational procedure development. Rob spends his time away from the TSMP with family and serving native people groups in remote portions of the Amazon basin.

RANDY CORLEW

Randy is a vegetation manager that insures our stream restoration projects meet their requirements through the monitoring phase, post construction. After spending nearly a decade working in research and habitat management for Universities as well as State and Federal Wildlife Agencies, Randy knows what it takes to put efficient management practices on the ground. He also enjoys educating and passing these skills along, as he guides our summer interns through a wonderful and fulfilling journey of invasive plant removal. Randy holds a Bachelor of Science from the University of Tennessee at Martin in natural resources management, where his studies concentrated on wildlife biology.
